KDADS Commissioner (Survey Certification and Credentialing):


Position Summary & Responsibilities:

 

This position manages the Survey Certification and Credentialing Commission which is responsible for inspecting, licensing and/or certifying adult care homes in Kansas. This includes implementation of statutes by development of state regulation and interpretation of state and federal law, determining eligibility for health facility Medicaid and Medicare participation. More than 300 million dollars, or one third of SRS Medicaid budget, is directly dependent on the quality of work accomplished by this position. This position also manages the health occupation and credentialing unit which is responsible for certification and licensure of  several disciplines and for maintenance of the criminal record check program mandated by CMS, the IDD licensing unit responsible licensure and review of all community providers of services to individuals with developmental disabilities  and the Behavioral health licensing unit responsible for licensure of facilities providing mental health services.

The commission is organized into four programs by function. Authorized FTE is 135.0 with an operating budget of 11.9 million in FY 2018.

·Coordinate long term care certification activities as State Agency Director with CMS.

·Develop, monitor, evaluate and direct programs within the commission responsible for survey and enforcement of health providers. The primary programs are Adult Care Homes, I/DD providers, and Behavior Health Licensed providers

·Develop, monitor, evaluate and direct criminal record check and credentialing programs under Health Occupation Credentialing team.

·Develop commission policy, procedures and regulatory interpretations in accordance with agency objectives, state and federal law.

·Coordinate commission activities with other state or federal agencies, including providing liaison or support services.

·Represent the commission at hearings, meetings and conferences, including public speaking.

·Provide in-depth legislative analysis and written testimony for bills affecting health providers and present testimony as requested by the Secretary for Aging and Disability Services (KDADS).

·Develop and monitor division budget.

Regional Interim Director of Nursing, Manhattan, KS


The Regional Interim Director of Nursing manages and directs the day-to-day functions of the Nursing Department in accordance with established policies, procedures, and practices that comply with federal, state, and local regulations. He or she demonstrates knowledge of the patients' physical, social, emotional, and psychological needs based on the health care required. In addition, the Regional Interim Director of Nursing ensures adequate staffing patterns and that staff are qualified and trained. 

The ideal candidate has Bachelor's degree and a current unencumbered license as a Registered Nurse, at least three years of recent nursing experience, and at least one year of supervisory or management experience. Experience in an assisted living community or long-term care setting highly preferred. Candidates must have a genuine desire to help others, strong leadership skills, excellent interpersonal and communication skills, and proficiency with computers and business software. Candidates must have reliable transportation, the ability to travel and stay overnight at any of Cornerstone’s communities at any point of time.

Regional Collections Manager: 


The Regional Collections Manager is the liaison between the home office and all the Business Office Managers and Administrators of the Cornerstone Healthcare communities. The Regional Collections Manager manages all collections processes related to accounts receivable within the communities. The Regional Collections Manager works with sensitive information and maintaining and protecting confidentiality is of utmost importance.The ideal candidate has a college degree OR at least one year of Business Office experience in a position of similar responsibility, preferably in a senior living or health care setting. Candidates must have excellent interpersonal and communication skills, strong administrative and organizational skills, a sound knowledge of accounting basics, analytical skills regarding trends in operations and financial data, and strong computer skills.

Additional Responsibilities:

·      Manages accounts receivable collection processes for the communities while working with the third-party billing team

·      Helps manage Medicare and Medicaid billing

·      Can manage monthly Medicare Triple check for our communities

·      Manages weekly Accounts Receivable calls with our communities
